Les banques centrales, en tant qu'émetteurs monopolistiques de monnaie fiduciaire (obligatoire) basée sur l'État, opèrent non pas pour aider les économies, mais pour aider les gouvernements fiscalement prodigues à se financer à bon marché et subrepticement. Récemment, en réponse à la propagation (et à la menace) des crypto-monnaies, les banques centrales ont poursuivi leurs projets d'émission de monnaie fiduciaire sous forme numérique. Selon la BRI, 86 % d'entre elles étudient activement les monnaies numériques de banque centrale (MNC), 60 % en font l'expérience et 14 % ont des projets pilotes. Les partisans des CBDC affirment qu'elles aideront les banques centrales à mieux gérer le système de paiement, l'inflation et l'économie. Mais des motifs malveillants sont également probables, en rapport avec la "théorie monétaire moderne" et des moyens plus directs de financer des gouvernements prodigues.
